The new STCW certification requirements for seafarers enter into effect on 1 January 2017. Certification for seafarers is verified during each PSC inspection. When a deficiency is found this will not result in the ship being detained. The deficiency may be recorded and the master will be instructed to rectify the deficiency before 1 July 2017.However, the Paris MoU advises port state authorities that they should allow flexibility in cases where seafarers are unable to provide certificates that were issued in compliance with the 2010 Manila Amendments, up until 1 July 2017.
